Commissioning

A significant health care project where TES commissioned many systems to high standard: heating, ventilating and air-conditioning systems, controls system, life safety systems, nurse call, card access, electrical systems, emergency power backup.  Integrated system testing was to standard ULC S1001.  Early and diligent attention to issues allowed for the grand opening to occur on-schedule, a success.

Construction on the $15 million +, 1,570 square-meter facility located at 1350 Albert Street in Regina, began in July 2022 and was completed in March 2024. The facility includes emergency, triage, x-ray, ultrasound, and a pharmacy. It is intended to take the pressure off of hospital emergency rooms and is open 24-hours per day.

TES was involved in the commissioning of the HVAC & Controls systems, Life Safety systems, nurse call, card access, electrical systems, and emergency power back-up. TES coordinated and conducted ULC S1001 Integrated System Testing. TES created the pre-functional and functional test sheets for the contractors and then confirmed proper operation of the systems in accordance with the approved sequence of operation. TES worked with the controls and mechanical contractors to ensure issues discovered during functional testing were addressed and resolved.

TES hosted and documented 22 Cx specific meetings ensuring coordination of systems to be tested was addressed and completed. TES worked closely with the owner’s rep to ensure timely responses from the Design & Construction team.  In one set of meetings, a network server room was discussed to be overheating (causing wiring delay) due to its reliance on the large VAV system; TES recommended a dedicated cooling unit, which was approved, installed, and resolved the issue.  Security access between the Care Centre and hospital servers had issues with communication; when discussed at meeting, one person at the table had knowledge of the permissions for quick resolution.  Pesky issues such as hot and stuffy zones needing more airflow were rectified, and noisy exhaust grilles that were found in functional commissioning were switched out for better grilles.  While wiring and communication issues are non-negotiable, it’s also the smaller issues that become such annoyances as to sacrifice productivity…which is also a non-negotiable in the health care sector.
